I bought this siren, however there is a problem…?

Well, it is rated for any voltage from 1.5 to 20 volts, what voltage were you using?

If you were using 1.5, I would not expect much. At 12 volts it should be much higher.

The 96 decibel out-put in the spec sheet may have been at 20 volts, which would be impractical for you.

You may have to get one rated at a lower voltage, preferrably the one you plan to use.
